Mouse over on All Programs: If you have Skin Studio 6, you can fix it in Vista by opening the skin and slecting "Change Skin Colours". Then in the dropdown, choose the option "Show me the skin defined system colours", then select "Menu Highlight", "Change Colour" and then set the red green and blue all to 223. Click ok and then Apply. After the colour is set, Go to "Edit Startmenu and Taskbar", "Edit Start Menu" then choose "More Programs Background" then, click on the "Text" tab and set the "T", "B" ,"L" ,"R" options to 0,14,27,74 respectively.

This is the answer I got regarding similar issue. You'll have to tweak the colors as you see fit. Good luck!
